In 2007 the Wyoming legislature passed and the Governor signed House Bill 205 into law
(W.S. 37-17-101 through 105) which allowed most co-ops in Wyoming the ability to remove
them from rate regulation by the Public Service Commission.
In 2007 the Wyoming Public Service Commission proposed a new Rule 318 that
stated any cooperative that chose to opt-out of PSC rate regulation would not be eligible to use Sections 319
through 322 and Section 324, all having to do with special regulations for setting rates.

In 2008 the Wyoming Public Service Commission proposed
Rules 238 and 325 regarding outage reporting methods and procedures for public utilities. The
WREA participated in numerous technical conferences in order to help draft these rules. Click here to
